Social capital was defined as a subject of the research, interest and studies for years. Its analysis regards, first of all, existing of such kind of capital, shaping, origin, as well as influencing on local development, or conditions for inhabitants’ life. The issue became the aim of the paper due to the gap of social capital management analysis as a kind of public management. Based on empirical research, the two perspectives of social capital management were proposed: inhabitants and local government points of view.
