A new approach to maritime security contained in the new Russian Maritime Doctrine

Abstract

During the Central Celebrations of the Navy Day in St. Petersburg on the 158th day of Russia's aggression against Ukraine, V. Putin signed the Naval Doctrine of the Russian Federation. The article attempts to analyze the role and importance of oceans and seas for Russia from the political, military and economic point of view. An analysis of similarities was carried out in the publication and differences in the provisions contained in the last three Russian Maritime Doctrines, with emphasis on the analysis of definitions, maritime challenges and threats, and Russian maritime interests. An important aspect is also the discussion of the classification of sea basins according to Russian views. Although in the analyzed doctrine there are statements that Russia is a naval power, the article attempts to verify this statement. Examples of inconsistencies and contradictions contained in the analyzed document were also presented.
