Abstract

The aid offensive by China and the Russian Federation during the COVID-19 virus pandemic caused significant damage to the United States. By using humanitarian aid to achieve political goals, the Chinese have shown the world the helplessness of the United States as a creator of global security processes. Russia, in turn, has sanctioned its position in Central Asia. The aid measures undertaken by the new U.S. administration should be regarded as projects of late. The success of Chinese and Russian aid efforts, however, poses a global threat. It is the possibility of using the idea of aid actions to pursue national interests by donors and forcing the beneficiaries to pursue policies consistent with the expectations of the donor.
