NATO 2022 strategic concept. Breakthrough or continuation concept?

Abstract

The adoption of the Alliance's new strategic concept at the NATO Summit in Madrid raises questions about the scope of the changes contained therein in relation to the concept it replaces adopted in 2010. In order to answer these questions, a comparative analysis was performed to compare: the security environment conditions in which the strategic concepts of 2010 and 2022 were formulated, the circum- stances of the decision to develop them and the manner of their preparation, as well as the content of both concepts, taking into account the key elements constituting the essence of the strategy. The results of the analysis are the content of this article.
